INDIAN ROCKS BEACH, Fla. - This Wednesday marks six months since Hurricane Helene.
Coastal communities like Indian Rocks Beach are still picking up the pieces from the devastating storm surge it brought.
On Saturday, the sixteenth annual Indian Rocks Beach GreenFest brought the community together to raise money for a partially closed church.
Local perspective:
The event was held outside the Church of the Isles. It featured live music, vendors, and environmental education activities for children.

Proceeds from a 50/50 raffle and bake sale returned to the 73-year-old church.
Pastor Wesley Snedecker said Helene's storm surge left two feet of standing water inside the building.
Its thrift store lost almost all of its contents inside.
"We obviously have done a lot of remediation work as many others on the island have, with a combination of professional contractors coming in, but also a lot of volunteers came out and helped us do things like cut drywall and remove furniture that had been damaged," Snedecker said.

The thrift store and Pilgrim Hall have since reopened. The church's sanctuary is still being renovated.
Hurricane Milton also contributed to the church's damage, impacting the roof.

Event sponsor Plumlee Gulf Beach Realty manages 160 properties along the coast.
"The hurricanes basically put a freeze on everything. The amount of deals that we had offers on, contracts on, that fell through you wouldn't believe," owner Todd Plumlee said.
Plumlee said that 100% of their properties would normally be occupied in March.
"We're at about 90% occupied for the month of March," Plumlee said.
The Beach Art Center is also still in the recovery process.
"The Beach Art Center took on almost two feet of water," said President Jenni Bond. "When I opened the door, the toilet brush from the men's bathroom was jammed in the door, and there was just water everywhere. But, all of the art was still on the walls."
What's next:
Like many others in the community, Bond said the Beach Art Center is still waiting for permit approval.
"We started having shows. We're trying to have gallery shows. We don't have walls, but we're making it happen," Bond said.
Indian Rocks Beach City Hall is also still operating out of trailers outside the building.
"I think we're a little nervous as we're getting into the summer months again," Bond said. "Indian Rocks Beach is very special, and it's the resiliency of the people here."

INDIAN ROCKS BEACH — City commissioners voted 4-1 on Feb. 27 to fight a lawsuit claiming the city’s short-term rental ordinance has infringed on the company’s property rights and cost it millions of dollars.
As dozens of concerned residents filed past vacationing families headed to and from the beach, they found the lone item on the agenda in the Holiday Inn Harbourside’s Sandpiper room was a discussion of a settlement of the Bert Harris Private Property Rights Protection Act Claim as well as a federal lawsuit filed against the city by AP6, a limited liability company that owns a vacation rental property at 455 20th Ave. that is at the center of the ongoing dispute.
The claim stemmed from the city’s 2023 ordinance that limited vacation rental occupancy to a maximum of 10 guests, restrictions that “have inordinately burdened AP6’s private property rights,” leading to “objective economic loss to the fair market value of the property,” according to official court documents.
The suit, one of at least seven pending against the city, states the ordinance has led to a $2.65 million economic loss to the fair market value of the property.
Despite the meeting being held early in the morning, dozens of residents came prepared to again voice their displeasure with the proliferation of short-term rentals, particularly large-scale “party houses,” in the once quaint and quiet residential neighborhoods on the east side of Gulf Boulevard.
“Your job as a commissioner is to represent your constituents,” Brian Hubbard said, a common refrain repeated by several speakers during the hourlong public comments portion of the two-hour session.
“I’m not against short-term rentals,” Patti Katz said. “I am against people that do not follow regulations, commissioners that don’t listen to residents, and people who want to sue our lovely city.”
John Pfanstiehl, who has tracked the issue from IRB to Tallahassee since its inception, said, “You have to be absolutely blind to think it’s just a few people against having short-term rentals in their neighborhoods.”
When it came time for commissioners to vote, much like the prior meeting where Commissioner John Bigelow halted the final vote to change to the city’s short-term rental ordinance by calling for the public workshop, the board voted 4-1 in favor of fighting the Bert Harris claim and the lawsuit.
“We need to have a judge make a decision and move on to other city business,” Bigelow said in explaining the reason behind his motion to reject the proposed settlement. “We need to do something about this.”
After Vice Mayor Janet Wilson seconded the motion, commissioners Hope Wyant and Jude Bond followed with yes votes, while Mayor Denise Houseberg cast the lone vote against fighting the claim and suit.
“I just felt like if we fight this one, we’re going to spend the next year fighting lawsuits,” Houseberg said, noting with the post-storm recovery efforts still taking place, she “doesn’t believe it’s in the best interest of the city and the residents” to continue spending taxpayers’ dollars fighting lawsuits.
As the two sides prepare to go back to mediation this month in advance of a potential court date, IRB residents expressed relief that their message was finally not just heard but received by city officials.
“It was good to see that residents were overwhelmingly in favor of defending their short-term rental regulations,” Pfanstiehl said of the turnout via email after the meeting.
“And even better to see that now a majority of the commissioners felt the same way.”
Pfanstiehl cited the Feb. 25 Pinellas County Commission meeting where lawmakers rejected proposed changes to occupancy limits and quiet hours for vacation rentals in unincorporated areas and supported more strict enforcement of existing rules and regulations after roughly 300 residents spoke out.
He said IRB’s decision, “plus the recent Pinellas County commissioners’ vote for even more restrictive regulations shows that legislators have woken up to the damage STRs do in residential neighborhoods.”
The next regular Indian Rocks Beach City Commission meeting is scheduled for Tuesday, March 25.
The meeting is being pushed due to Election Day falling on Tuesday, March 11, and it is scheduled to be held at the Belleair Beach Community Center, 444 Causeway Blvd., at 6 p.m.

Several Pinellas County Commissioners and Indian Shores Mayor Diantha Schear pleaded with property owners Thursday to sign documents needed to move forward with beach nourishment in Indian Rocks Beach, Indian Shores and Redington Shores.
The deadline to complete construction easement documents is Friday. Currently, documents for 170 easements remain unsigned. The easements are part of the Sand Key nourishment project, which includes coastline from North Redington Beach to about Sand Key.
Commissioners Dave Eggers, Chris Latvala, Kathleen Peters and Brian Scott, along with Schear and Sen. Nick DiCeglie, were on hand for a “Signing Day” in Indian Shores at the Indian Shores Municipal Center.
After Hurricanes Idalia, Helene and Milton brought destruction to much of the state, including Pinellas beaches, the U.S. Army Corps of Engineers is continuing to require all property owners to sign easements, which grants the Corps permanent access to that portion of their property.
While residents are frustrated with what they see as a sudden hard line in the sand — pun intended — the Corps policy has been in place since the 1990s, though officials acknowledge they’ve taken a less stringent approach in the past to enforcing the rule.
With strict adherence now in place, officials are finding it near impossible to gather the easement signatures needed to move forward with the project, with some residents refusing and others unable, as they live elsewhere in the country.
“Plain and simple, we need to get our beach nourishment projects done,” said Peters, who has helped lead the fight to get the Sand Key project authorized. “We need residents to sign their easements so we can do that. We need sand for storm protection, for property values, for tourism, and so our beaches don’t go back to the way they were in the 1980s, where they had seawalls and steps to get down to the water.”
Beach nourishment doesn’t just keep the beach full of sand and ready for recreation; it’s also a critical storm mitigation tool. A bit of erosion is normal as waves carry sand off the beach. But when storms hit, that erosion can be exacerbated, grabbing massive amounts of sand from the beach and carrying it back to the Gulf. Sandy beaches, dunes and sand berms all act as a barrier to the rest of coastal areas, including private properties where owners are being asked to provide perpetual easement access.
The Army Corps has taken its hard-line stance now because officials realize patchwork nourishment is ineffective.
“If we don’t get all the easements, and we can’t nourish the entire beach, basically what we have is a bucket with holes in it,” Scott said. “And we all know water is going to go where the least resistance is, and that is not a resilient solution for us long-term. So please come down and sign your easement so we can get this project going.”
The rule is also important to the Army Corps because federal law doesn’t allow spending on private beaches. Without the construction easement documents signed, some of the property that needs nourishment remains private. That disrupts the nourishment process, which allows the Army Corps to complete nourishment on the federal government’s dime.
