'Save Our Salerno' group has goal of 'preserving' Port Salerno, organizes against developers

PORT SALERNO, Fla. — Countless lawn signs and a mural advertising a group called "Save Our Salerno" are being placed across town in Port Salerno, a neighborhood of about 10,000 people in Martin County.

The group, which is also known as SOS, was formed after developer James Corey Crowley supported a movement in August to add parking spots near the Florida East Coast Railroad to support an open-air market at his property located at 4878 Southeast Commerce Ave. The effort ultimately failed, but the nonprofit is still organizing events and meetings.

According to Save Our Salerno's website, the organization's mission is to preserve the unique identity of the town while encouraging development respectful of the town's historical and cultural roots. The group encourages people to attend local government meetings and organizes clean-up efforts around the area.

WPTV reporter Ethan Stein saw countless homes and businesses with signs and stickers showing their support for the group around Port Salerno. Those signs also criticize Crowley and his nonprofit called Salerno Development Authority.

Crowley said he's experienced groups against development, but not with the amount of negativity from SOS. He said he's even seen a church with signs criticizing him in the area.

"They can only be angry for so long," Crowley said. "They can only hate me for so long."

Martin County Code Enforcement cited Crowley twice for turning an empty lot into a recreational vehicle parking lot, as well as adding plants, stones and food trucks on the property. According to documents received from a public records request, an official with the county asked it to get reimbursed for $575 for conducting the code enforcement investigation and receive a $100 fine each day if the property isn't in compliance by Feb. 29.

Crowley said the complaints led to him canceling a car show on the property, which he now plans to turn into a three-story apartment complex.

Records, which WPTV received from an open records request, show the county received at least six complaints about the property. Each complaint came after Casey Cass, who is one of the organizers of SOS, asked members to "flood code enforcement" with complaints about Crowley's property on Facebook.

He also asked people to stop calling code enforcement once they were on the property and encouraged people to go to Crowley's hearing over the code infractions on the platform. Cass also encouraged people to honk their horns when passing by the property, which neighbors said still occurs occasionally.

Save Our Salerno also sponsors a road adjacent to the property at 4878 Southeast Commerce Ave., which is also near Cass' business called Casco Tools Inc.

Cass and Save Our Salerno's President Mary Grace declined to talk to WPTV about their organization or role in Crowley's code enforcement complaints.

Crowley said he believes Cass has made their dispute over parking spots in August, which were near the railroad and Casco Tools, into a personal grudge. "It's part of doing business," Crowley said. "Whether it's Jupiter or the Veterans Memorial Bridge or hotels in downtown Stuart, there's always groups of people. Nobody wants anything in their backyard. Everybody complains about things in their backyard. That's why the state keeps usurping local powers."

He also said he likes how Save Our Salerno has made people more engaged with their community and conversations around development in the county.

"It's like an ant pile," Crowley said. "I kicked it over and now they're like, 'There are a lot of things that need to get done.'"

Martin County is currently updating its comprehensive plan this year. People in white "Save Our Salerno" T-shirts have been seen at public input sessions.

PORT SALERNO, Fla. — New townhomes are coming to Port Salerno after they were approved during a commissioner's meeting this week.

Residents of a neighborhood just east of U.S. Highway 1 and Hydrangea Street will soon have a lot more neighbors.

Seventy-nine townhomes are going to be built on the neighboring property.

"I always envisioned something going in there," Port Salerno resident Marcia Durham said. "I just didn't know what."

For the last 10 years, Durham has lived in a home next to the lot that's planned for the development.

"I don't like it of course because we miss our little intimate community," Durham said. "However, growth is inevitable."

Martin County commissioners unanimously approved the project in a Tuesday meeting.

"This is a multifamily development, so it adds to the diversity of the homes that are available in Port Salerno," Peter Walden, the deputy growth management director of Martin County, said. "We feel that it is a need that's being fulfilled."

The project will be built on 8.5 acres and just over 2 of those acres will be green space.

"That will give them a buffer between them and the mobile home park to the east," Walden said.

That is a plus for those who live in the mobile home park, but not everyone is happy about all the green space that Port Salerno will be losing.

"They're taking away all the environmental trees, and they're just putting buildings and more houses in," Port Salerno resident Donna Fox said. "They're just disrupting the whole area."

WPTV asked Jamie Zambrana, who works with the project's developer, about the cost of the townhomes. He didn't say how much the units would sell for, however, in a statement he said the following:

"The idea is to build these townhomes with good quality, but at a better cost than our competitors. We feel that the design of these townhomes fits perfectly into the budget for a family of four."

Zambrana said the townhomes are expected to take 18 months to complete, and they hope to begin construction in the next 60 days.

PORT SALERNO ― A developer is proposing a complex of 40-foot buildings in this quaint fishing village.

For now, however, the community — and even its county commissioner — don't know who's behind the plan.

The Cove is to comprise 48 apartments in three buildings on 2.3 acres, County Commissioner Sarah Heard told more than 100 people Tuesday evening at a standing-room-only town hall meeting. But even Heard doesn't know who's behind the plan, she said.

It's the county's only current development application for Port Salerno, Heard said.

At the same time, though, ownership of a number of Port Salerno parcels has changed hands, Heard learned about a year ago. And that made her look to the future, she said.

"We need some protections," she told the crowd. "We need some out-of-the-box thinking."

Heard, who sponsored the town hall meeting, failed to suggest ideas.

Developers and at least one investor own at least 7 acres in the community, and four-story developments could be built next to single-story homes, based on current Community Redevelopment Agency rules.

The Cove will not go before county commissioners

The Cove will not go before county commissioners, but can be approved by county staff, Heard said. Building rules limit the number of apartments to 15 per acre.

But, Heard said, the developer is getting around this rule because at least some of the apartments are 800 square feet and are considered half a unit.

Still, Casey Cass, a leader of the community-advocacy group Save Our Salerno, said Heard has not been transparent. He suggested she be voted out of office.

Questions about Heard's meeting with investor

More than one community member asked Heard to describe her discussions with real estate investor J. Corey Crowley, who has organized three developers and formed the Salerno Downtown Authority to build in Port Salerno.

"The elephant in the room is you and Mr. Crowley," he said to Heard.

"There is no grand plan" for Port Salerno, Heard replied.

Crowley has provided few details about his vision for Port Salerno. He said he initially wants to establish a food truck park and coffee shop and ultimately would like to see mixed-use development west of the railroad tracks in an area bordered by Southeast Commerce and Southeast Railway avenues, Southeast Salerno Road and Southeast Seaward Street.

Mixed-use development could include residential, retail and office space. Crowley and Heard both have said they prefer to see development that involves more than apartments.

A "walkable" community is one way Crowley has described his vision for the Port Salerno village, home to the last commercial fishing docks in Martin County.

Parking is an issue for development

Parking could be a key to any new development.

Property owners and developers are responsible for providing parking, explained Susan Kores, Martin County community development manager, at the meeting.

Martin County may lease property for parking along the railroad tracks in Port Salerno, much like Stuart has parking near the tracks downtown.

In addition, Kores said, there could be parking in a vacant lot near the tracks and along Southeast Commerce Avenue. Those three areas could provide more than 200 new spaces.

Parking along the railroad and on the street would be free, Kores said.

Heard said previously that the county would pay for some of the parking improvements.

A grassroots group known as Save Our Salerno formed to oppose the development plans, with campaign-style signs and bumper stickers sprouting up around the tight-knit community.

Let me start by saying, I completely understand where the Save Our Salerno folks are coming from. The term "quaint fishing village" gets thrown around a lot in Florida, but it's a label that can be fairly applied to Port Salerno.

It's got an Old Florida feel worth saving. No question about that.

The question is exactly what Crowley and his cohorts, known collectively as the Salerno Downtown Authority, plan to do.

When I spoke with Crowley several weeks ago, he talked about an open-air market he's already opened on weekends on a parcel west of the railroad tracks and converting a nearby house into some sort of youth hostel. As for the rest of the land he and the other authority members own, he was vague.

He's told TCPalm reporter Keith Burbank he wants to initially establish a food truck park and coffee shop and would like to see mixed-use development west of the railroad tracks between Southeast Commerce Avenue, Southeast Railway Avenue, Southeast Salerno Road and Southeast Seaward Street.

However, a "mixed-use development" could be almost anything. So in the absence of more information, local residents are left to speculate and trade rumors about what the developers' plans might include.

Martin County Commissioner Sarah Heard, whose district includes Port Salerno, has been trying to find out what the developers are doing, too.

And that's where this story gets a little weird.

Heard has freely admitted she's been in communication with Crowley. As a result, a popular narrative has developed that she's in cahoots with the developers and is working behind the scenes to help them further their plans.

Nearly 200 people packed a town hall meeting organized by Heard Tuesday night, many of whom expressed their displeasure with their county commissioner. The crowd at the Port Salerno Civic Center frequently heckled Heard and other county officials throughout the 90-minute meeting.

Some raised criticisms about Heard that were unrelated to the development plans, including some who said she hasn't been responsive enough to her constituents. A couple interrupted Heard to ask about her relationship with Crowley, who attended the meeting but didn't speak to the group.

In one particularly childish moment, a man loudly coughed an obscenity into his hands while Heard was speaking ― which reminded me of the Greek council scene from the movie, "Animal House." This was a full-grown man, who should have shown more respect for the occasion.

It's pretty astonishing stuff for anyone who has followed even a little bit of Heard's career. She's been as reliable an advocate for slow-growth ― or, in many cases, no growth ― as anyone who has served on that commission over the last 20 years or so.

Accusing Heard of being too pro-development is like accusing Donald Trump of being too mild-mannered, or Joe Biden of being too filled with youthful exuberance. Whatever other criticisms people might have with her tenure, and I'm sure there are some, chastising her for being in league with developers is politically tone deaf.

Heard and some of her supporters in the audience tried to point that out.

"If you want developers to pay their fair share, you need to convince two other commissioners (to join me)," an exasperated Heard said at one point in response to accusations she was being too accommodating to Crowley's group.

Doug Mustapick, whom Heard defeated in her reelection bid last year, was among those criticizing Heard at the town hall meeting. I've heard rumors one or more of the Save Our Salerno leaders may be interested in running for Heard's seat, too.

Here's my question to those who are angling to replace her: Exactly what would you be doing differently in this situation?

Would you not try to reach out to the developers and find out what they're planning, in order to prepare? Talking to Crowley and other developers is part of Heard's job and it's part of the job of anyone who would serve in that position.

It's a little unclear what endgame Heard's detractors envision here. Do they think if she disengages from this issue, the other four county commissioners from other districts are going to swoop in and rescue the community?

If that's what they believe, I have some beachfront property in Indiantown I'd like to sell them.

Look, I don't agree with everything Heard has done over the last couple of years. I feel like she single-handedly torpedoed a discussion about development of Martin County's western lands that could have been productive. She's also referred to the New Urbanism style of planning as "snake oil," which is pretty much the opposite of what I believe.

But I know this: If I had to pick one elected official on the Treasure Coast to advocate against a controversial development project, I would choose Heard every single time.

Port Salerno residents need to warm up to the idea Heard may be the best friend they could have in this situation. Otherwise, their worst fears may yet come true.
