Florida remains the go-to relocation state for retirees, accounting for 11 percent of seniors who cross state lines post-retirement. It's easy to see why the Sunshine State is so popular with retirees 65 and older — after all, who can resist its laid-back lifestyle, picturesque beaches, and warm weather? But with its cost of living skyrocketing, retirees are now opting out of pricier areas like South Florida, and instead finding alternative communities that offer lower real estate prices while still maintaining a high standard of living. One such place is Sun City Center, which was recently ranked as the top retirement town for 2024 by Realtor.com.

"The country's top towns for retirees tend to be sunny and near large cities. Sun City, Florida, the top-ranking retirement town, is on the south side of Tampa, offering buyers easy access to the beach and to the amenities and resources of the large metro area," Realtor.com economic research analyst Hannah Jones told Travel + Leisure.

According to the real estate website, the town has over 30,000 full-time residents with a median age of 71. That’s because Sun City Center is a census-designated 55+ adult community that is entirely focused on providing its residents with age-appropriate recreational, educational, and cultural activities. But, as Realtor.com points out, there’s another reason seniors are moving: “Residents who relocate here can ditch many of the trappings of their pre-retirement life, including their car and their lawn mower.”

The median list price in Sun City Center is $315,000, which is well below the national average. Realtor.com also points out that an overwhelming majority of listings that span single-family homes and condos, or 84 percent, are retiree-friendly. Homeowners also benefit from lower homeowners association fees, which can add a substantial financial burden on monthly expenses in other parts of the Sunshine State.

And residents certainly get plenty of opportunities to enjoy the sunny Florida weather thanks to the abundance of outdoor activities and events that the community offers. There are over one hundred clubs and organizations in Sun City Center that vary from archery and ceramics to gardening, yoga, and lawn bowling (there’s also a travel club). Facilities are just as many — over a dozen tennis and pickleball courts, several indoor and outdoor pools, lawn bowl greens, volleyball courts, and a billiards room.

However, one drawback to living in Sun City Center is its strict age restrictions. According to an ordinance, at least one household member should be 55 or over, and anyone younger than 19 can only spend up to 30 days a year here. So, seniors who enjoy spending more time with their grandchildren will probably need to go out of town to do so.

The second spot on Realtor.com's list goes to Green Valley, Arizona, another retirement community offering access to golf courses, hiking trails, and many natural landmarks. The median list price for homes here is $349,900. And Oregon’s King City is third, up three spots since last year.

As a widely popular destination for the over 55 set, it’s not shocking that The Villages of Florida was recently named as the fourth most popular place in the U.S. to retire by Realtor.com — but it might be a bit of a surprise to learn that another retirement community in the Sunshine State nabbed the number one slot as the nation’s top retirement spot for 2024.

In a new report, researchers at Realtor.com pulled together the average list prices for all U.S. cities along with median age data from the U.S. Census Bureau, over the past year. Then they combed through all the listings on Realtor.com for the same time period to pinpoint the percentage of those listings that used keywords in the description to indicate a retiree friendly community.

As part of their list of top 10 retirement towns for 2024, two Florida communities made the top five, with Sun City Center claiming the top spot in the country.

Located just 30 minutes outside of Tampa, the 55-plus community of Sun City Center came in third on the list last year, and according to Hannah Jones, an economic research analyst at Realtor.com, “It has the magic combo that aging populations prioritize: a warm beach and a big city nearby.”

“This top ranking retirement town, on the south side of Tampa, offers buyers easy access to the beach and to the amenities and resources of the large metro area,” Jones said.

With a variety of condos, duplexes and single family homes available, ranging from $50,000 to $350,000, the average price of a home in Sun City Center is $315,000.

Boasting a population of around 31,000, this Hillsboro County community has 11 golf courses, indoor and outdoor pools, a fitness center and a sports complex. And everything is completely accessible by golf cart, including the grocery stores, doctor’s offices, restaurants and retail stores.

Sun City Center also offers a wide variety of clubs, including ham radio, computers, art, woodworking, photography, sewing, cards, investments, dancing and more.

The community runs “debt-free,” operating on a pay as you go basis, without any reliance on special assessments to meet budgetary needs. It also offers much lower homeowners’ association dues than many other places in the state, at $324 annually.

Coming in fourth place across the nation is The Villages of Florida, where the average price of a home is around $400,000.

Realtor.com said The Villages is experiencing a bit of a population boom, with a 4.7% increase in residents between July 2022 and July 2023.

The Villages offers more than 50 golf courses, libraries, restaurants, movie theaters and several town squares — all of which are easily accessible by the community’s extensive network of golf-cart friendly roads.

Rather than an HOA fee, The Villages charges a $195 monthly “amenity fee,” which allows residents to access everything in the community.

But no matter which retirement community feels like home, Irma Sanabia, a Florida real estate agent with Coldwell Banker, warns it’s not all sunshine for retirees in the Sunshine State.

“People looking to relocate here should be aware of some drawbacks,” Sanabia said, such as a community’s strict age restrictions, “something doting grandparents should keep top of mind before they move in.”

A 49-year-old Riverview woman has been sentenced to federal prison for embezzling more than $400,000 from an organization that provides maintenance services to residents at Sun City Center in Hillsborough County.

Victoria Zerillo was sentenced Tuesday to 18 months and ordered to forfeit $410,963.78 by U.S. District Judge Thomas Barber.

Zerillo pleaded guilty in August to one count of wire fraud for embezzling funds and using the money for herself, including taking luxury vacations.

According to a statement from the U.S Department of Justice, the plea agreement and a sentencing memorandum, Zerillo was working as the general manager for KPW Service Association, an organization that provided HVAC, appliance and plumbing repair services for residents of Sun City Center. Sun City is a 55-and-older community in Hillsborough County.

As the general manager, her responsibilities between 2015 and 2022 included overseeing schedules, paying vendors, collecting payments from residents and making payments, as well as controlling bank accounts and bookkeeping.

Zerillo admits in the plea agreement to taking advantage of her position and diverting money from the organization to herself. That includes making cash withdrawals totaling $286,309.98 from ATMs. She also made $40,508.17 in purchases using a debit card. Among the charges were four stays at a Clearwater Beach resort.

She also used $84,145.63 to pay on her personal credit cards.

To cover up her actions, prosecutors says she created false and fraudulent bank statements and destroyed records.

Zerillo did not act alone. The plea agreement and the statement refer to “co-conspirators” and “others” involved in the scheme. But, according to a spokesperson for the U.S. Attorney's Office for the Middle District of Florida in Tampa, she is the only one facing consequences. “There were no charged/named co-conspirators in this case.”

KPW, according to its website, charges residents a membership fees for plans that allow resident to get “their appliances, air conditioning and heat repaired or in some cases replaced without having to pay for costly service fees, parts, tax or labor.”

Memberships range from $520 per year to $750 per year.

The embezzlement had a huge impact on KPW and its ability to meet its responsibilities to residents. The organization, which did not respond to a request for comment, laid out the effect of the theft in a newsletter sent to members in December.

In the newsletter, KPW says in October 2022 “our appliance repair cooperative faced a devastating blow” when it discovered “a massive theft of over $650,000 leaving us with depleted funds and a shaken foundation.”

Without mentioning Zerillo by name, KPW says it was left unable to maintain financial support for repairs, dealt with board resignations and layoffs and neared insolvency.

The justice department says several residents testified at the sentencing hearing about how Zerillo’s embezzlement “significantly harmed them financially.”

KPW says it has “made significant” progress” since discovering the theft, implementing new systems, hiring personnel and recovering some of the stolen funds.

In the sentencing memorandum, Zerillo’s attorney, Kathleen Sweeney, writes that the embezzlement began “as a way to support her family” and to “set up a then-boyfriend in a business that she hoped would motivate him to lessen his drinking and abuse.”

Instead, the man “used the proceeds to drink and purchase personal items” the memorandum says. The couple broke up in 2017, and despite that, she continued to embezzle the funds.

“Like many embezzlers, she intended to repay KPW and is committed to repaying the funds,” writes Sweeney. “There has not been a meeting that undersigned counsel has had with Ms. Zerillo in which she has not expressed remorse.”

This case was investigated by the Federal Bureau of Investigation and prosecuted by Assistant United States Attorney Jennifer L. Peresie.
